Conservancy


This is an umbrella organization established by KFA as an integral part of its development plan with the City and County. The Conservancy oversees certain functions that encompass the entire King Farm community-Jerry Loux-residential, Janice Fothergill-commercial (offices, hotel, and Ingleside retirement home), and Virginia Brown-retail space (King Farm Village Center). A three-member Board of Directors is appointed by the management of the three King Farm property types indicated above, one member from each. The Conservancy owns various entrance signage and gateway structures west of or on the West side of Gaither Road in the Irvington Centre commercial area.  It previously owned and maintained the King Farm Chronicle and the Assembly's website, both now owned and maintained by the Citizens Assembly. Presently, its primary responsibility is to manage the community-wide shuttle bus service to and from the Shady Grove Metro Station. Fees to support the shuttle and maintain the common property are levied and collected from all King Farm property owners.

The shuttle was established by agreement between the developer, the City of Rockville and Montgomery County. As part of the original approvals to begin construction, the developer was required to provide for traffic remediation in the general area of King Farm by guaranteeing the provision to the County of an annual Transportation Demand Management fee. Subsequently, the developer proposed and the parties agreed to have the development support the provision of a limited shuttle service within the community and servicing all sectors of the community in perpetuity, or for as long as the County requires same. If the Conservancy decides to discontinue the shuttle, it will still be obligated to pay into the County transportation fund.

Presently Jerry Loux serves as the Conservancy's residential board member appointed by the King Farm Citizens Assembly Board of Trustees; Virginia Brown of Regency Centers serves as the board member for the retail space property owners and Janice Fothergill of KFA serves as the board member for the commercial (offices) property owners.
